Custom Software Development in Los Angeles: Fixed-Price Options for Small Businesses (2026)

What Does Custom Software Development Cost in Los Angeles?

Los Angeles software development companies list hourly rates from under $25 to $199 on Clutch, as of October 2026. Of the 49 companies on the first page with a rate shown, 46 set a minimum project of $10,000 or more. Aibrify, a software company in Los Angeles, builds for small businesses at fixed prices instead: $100, $300, $1,000, and $5,000 and up.

The gap matters because most small-business software is small. A booking page, a quote sheet or a reminder that sends itself is a few days of work, not a $10,000 engagement. This guide covers what Los Angeles and Orange County agencies charge, why their minimums sit where they do, and how the fixed-price automation option works.

Every price here comes from a page fetched on October 7, 2026, and every figure links to its source. Directory listings change, so read them as a snapshot.

Who Needs Custom Software in Los Angeles and Orange County?

Los Angeles County had 572,385 business establishments in 2024, with 4,525,711 jobs between them, according to BLS employment and wage data. That works out to fewer than eight jobs per establishment. Orange County had 148,394 establishments and 1,661,276 jobs, about 11 per establishment.

These are counts of workplaces, not companies, and they include government offices and chain locations. Even so, the averages say what anyone who drives down Valley Boulevard or Beach Boulevard already knows. The typical workplace in both counties is a small shop with a handful of people.

A small shop runs on a phone, a spreadsheet, a calendar and a few apps that do not talk to each other. The owner is the integration. Custom software for this market means closing one of those gaps at a time, not replacing everything.

The two counties also run in more than one language. Among Los Angeles County residents age five and over, 37.6% speak Spanish at home and 4.1% speak Chinese, by the 2024 American Community Survey.

In Orange County the shares are 24.7% Spanish and 3.7% Chinese. Software for these businesses often has to text a customer in Spanish or Chinese, and the brief itself may arrive in Chinese.

What Do Los Angeles Software Development Companies Charge?

Most companies on Clutch's Los Angeles list charge $50 to $99 an hour. Of the 49 companies with a rate shown on the first page of the list, 21 charge $50 to $99 an hour. Another 14 charge $25 to $49, 7 charge $100 to $149 and 6 charge $150 to $199, and one charges under $25.

Three profiles show what the upper brackets look like up close. Saritasa, with offices in Irvine and Manhattan Beach, lists $100 to $149 an hour and a $50,000 minimum. AppMakers USA, headquartered in Los Angeles, lists the same hourly bracket with a $10,000 minimum.

Goji Labs, also headquartered in Los Angeles, lists $150 to $199 an hour and a $50,000 minimum. All three are established firms with around a hundred reviews each. Their reviews are strong, and what they sell starts at five figures.

Clutch's own pricing guide says most companies in its worldwide directory charge $24 to $49 an hour. The same guide says projects reviewed on Clutch "range anywhere from $10,000 to $49,000", with an average reported project cost of $132,480. On the Los Angeles page, 34 of the 49 companies charge $50 an hour or more, so the local market sits above the worldwide figure.

What an hourly rate means for a small job

At $100 to $149 an hour, a $10,000 minimum buys roughly 67 to 100 hours of work. In the top bracket, the same $10,000 buys 50 to 67 hours.

A reminder text that fires from a booking calendar does not take 50 hours. The minimum, not the rate, decides whether a small business can use the firm at all.

Why Do Los Angeles Agency Minimums Start at $10,000?

Minimums start high because development labor in Los Angeles is expensive and every project carries fixed overhead. Computer and mathematical occupations in the Los Angeles metro earned a mean of $62.04 an hour in May 2025, the Bureau of Labor Statistics reports. The national figure was $57.73, and the metro's mean across all occupations was $37.15.

Inside the industry itself, pay runs higher. Los Angeles County's 2,778 custom computer programming establishments employed 18,269 people in 2024 at an average weekly wage of $3,339. That is about $173,600 a year in wages alone, before benefits, office space, sales staff and idle time between projects.

The wider computer systems design industry in the county had 5,218 establishments and 31,047 employees, about six people each. So the firms are small too.

A six-person shop cannot carry discovery workshops, proposals and project management on a $300 job. Hourly billing with a floor is how it protects itself.

Fixed prices work the other way around: the job is scoped so narrowly that the overhead disappears. A written brief replaces the discovery call, checking the work on your phone replaces the review meeting, and reusable building blocks replace custom plumbing. The trade is that each job does one thing, and the next thing is the next job.

Local or Remote: Does Your Developer Need to Be in Los Angeles?

Not for the code, but a local company is easier to reach, and it already knows the market your customers live in. On Clutch's Los Angeles page, 15 of the 49 companies say they "serve" Los Angeles without listing an address in the area. The other 34 list addresses from Santa Monica to Irvine, so the Los Angeles list is already a Los Angeles and Orange County list.

A local company gives a small business three things.

  • Same time zone, so a text sent at 7 pm gets a reply the same evening, not the next afternoon.
  • Someone who knows a Rowland Heights restaurant may want its reminder texts in Chinese, and a Santa Ana clinic in Spanish.
  • A vendor in your own city and state, working under the same California laws you answer to.

A remote team gives two things.

  • Lower hourly rates. The $25 to $49 bracket on the Los Angeles list includes companies with 250 to 999 employees that list no local address.
  • A larger bench for a big build, which matters at $50,000 and rarely matters at $300.

Aibrify is based in Los Angeles and serves Orange County, including Irvine, the same way it serves the Westside or the San Gabriel Valley. Work moves by text, email or WeChat, and you check it on your phone. No visit is needed to start, and no sales call is required.

What Can a Small Business Get Built for $100 to $5,000?

The examples below are the kind of first projects that fit each price for a small business. Each one reads from something the business already has: a spreadsheet, a form, a calendar, a text message or an email. It then sends texts, emails or WeChat messages, because the point is to integrate with the tools you already use, not to replace them.

Law firmsDeadline and court-date remindersIntake form to PDFQuoted from a brief

The $5,000-and-up tier is a system with several roles and integrations, such as a client status portal for an accounting or law firm. It is scoped together first, so the fixed price is set once the scope is clear. For a closer look at the two smallest tiers, see what $100 buys and what a $300 tool looks like.

Take a worked example with your own numbers. Office and administrative support workers in the Los Angeles metro earned a mean of $27.95 an hour in May 2025.

If a $100 reminder automation saves two hours of phone calls a week, that is $55.90 a week. The automation pays for itself inside two weeks. Over a year, the same two hours a week add up to about 104 hours.

Your numbers will differ, and that is the point. Put your own hourly cost and hours saved into the same arithmetic before you buy anything.

How Does a Fixed-Price Brief Work?

A brief replaces the sales call. You answer four questions in a short online form, or send the same information by text, email or WeChat. A reply comes within one business hour: a written scope with a fixed price, or a question if something is unclear.

From there, every job follows the same five steps.

  • Written scope and fixed price before any work starts. If it is not in the scope, it is not in the price, and the scope says so.
  • Build in the open. You check progress on your phone, so a wrong assumption costs a day, not a month.
  • Delivery with ownership. The code, the repository and the accounts are yours from delivery. Hosting with Aibrify costs $10 to $30 a month if you want it, or take the code anywhere.
  • 90 days of free fixes for anything broken inside the delivered scope.
  • After 90 days, changes are quoted at the same fixed prices, or a Care plan covers them. Care is $49 a month for one hour of changes, answered in two business days, or $149 for four hours, answered the next business day.

Two older guides go deeper: how to write a software brief and who owns the code. If you are weighing a build against a subscription, custom software versus off-the-shelf covers the trade-offs.

Does Aibrify Serve Chinese-Speaking Business Owners in Los Angeles?

Yes. Briefs, questions and delivery notes can be in English or Chinese, and WeChat is one of the three ways to reach Aibrify. The automations can send texts, emails or WeChat messages, so a parent notice from a tutoring center in Arcadia can go out in Chinese.

The 2024 American Community Survey counts 383,333 Chinese speakers age five and over in Los Angeles County and 110,846 in Orange County. That is close to half a million people. They are the customer base for the restaurants, clinics, tutoring centers and real estate offices of the San Gabriel Valley and Irvine.

For the phone, Aibrify Desk answers in English, Mandarin and Spanish; Cantonese is not supported. After each call it sends a summary by email or Slack, in Chinese or English. It costs $179 a month with 400 minutes included and $0.30 per extra minute, month to month.

Chinese restaurant owners can start with the Chinese restaurants page and the guide to a bilingual AI receptionist.

What Does Aibrify Charge for Custom Software in Los Angeles?

Aibrify's prices are fixed and quoted in writing before work starts. One automation is $100, a tool with its own page is $300, and an application with logins is $1,000. A system is $5,000 and up, scoped together first.

Care plan$49 or $149 a month1 hour of changes with a reply in 2 business days, or 4 hours with a reply the next business dayOngoing

Compare that with the Los Angeles list above, where the smallest advertised minimum is $5,000 and 46 of 49 companies start at $10,000. The two models are not competing for the same jobs.

A firm with a $50,000 floor is the right call for a funded product company. The automation ladder is built for the shop with eight people and a spreadsheet, and every tier comes with 90 days of free fixes.

Already have an app built with Cursor, Lovable, Bolt or Replit that has stopped working? The fix service starts with a $100 diagnosis in 24 hours, credited to the fix.

For everything else, the fastest route is the four-question brief. Full details are on the pricing page and the custom software page.

Frequently Asked Questions (FAQ)

How much does custom software development cost in Los Angeles?

On Clutch's Los Angeles list, software development companies charge from under $25 to $199 an hour as of October 2026. Forty-six of the 49 require at least $10,000 per project. Aibrify, a Los Angeles software company, builds at fixed prices of $100, $300, $1,000, and $5,000 and up, quoted in writing first.

Is a $10,000 minimum normal for a Los Angeles software agency?

Yes. On Clutch's Los Angeles list, 19 of 49 companies set a $10,000 minimum, 15 set $25,000, 11 set $50,000 and one set $100,000. Only three start at $5,000, which tracks local labor costs: computer and mathematical jobs in the metro averaged $62.04 an hour in May 2025.

Does Aibrify serve Orange County and Irvine?

Yes: Aibrify is based in Los Angeles and serves Orange County, including Irvine and Santa Ana, on the same terms as Los Angeles County. Work moves by text, email or WeChat, the client checks it on a phone, and no visit or sales call is needed. The fixed prices and the 90-day fix period are the same in both counties.

What can a small business get for $100?

One automation: a form, a reminder, a report that sends itself, or a text that goes out when something happens. Examples include no-show reminders for a salon, a restaurant QR menu with daily specials, and low-stock alerts from a retailer's spreadsheet. A $100 automation usually ships in two to three days.

Who owns the code when Aibrify builds something?

The client does. From delivery, the client owns the code, the repository and the accounts, and hosting with Aibrify is optional at $10 to $30 a month. The software can be moved anywhere at any time, and anything broken inside the delivered scope is fixed free for 90 days.

Is a local developer better than a remote one for a small business?

Local matters for reach and context, not for code quality. A Los Angeles company answers in your time zone, knows customer texts may need to be in Spanish or Chinese, and works under California law. Remote teams win on hourly rate for large builds; for a $300 tool, the minimum project size matters far more than location.

Can the brief and the software be in Chinese?

Yes. Aibrify takes briefs in English or Chinese by text, email or WeChat, and its automations can send texts, emails or WeChat messages in either language. For the phone, Aibrify Desk answers in English, Mandarin and Spanish, with call summaries in Chinese or English, though Cantonese is not supported.

What happens after the 90-day fix period?

Changes are quoted at the same fixed prices, $100 for an automation and $300 for a tool, or a Care plan covers them. The $49-a-month plan covers one hour of changes, with a reply in two business days. At $149 a month, four hours are covered and the reply comes the next business day.
